Civic Impact is a core part of GPRG’s mission to unlock Europe’s next era of progress through collaboration, action and solutions-based policymaking. Focusing on policy impact through community participation in public consultations, Civic Impact aims to provide individuals and organisations with access to key expert arguments and resources to support high quality evidence-based submissions.

How the process works

Public consultations are often an underutilised tool within Europe’s policymaking infrastructure. An essential component of the legislative process, public consultations provide individuals, experts, and organisations with an opportunity to have their say on the future of Europe. However, systemic barriers to participation are stymieing the potential impact of public consultation responses. GPRG aims to overcome these barriers by providing individuals and organisations with the tools necessary to be a part of the policymaking process. We take action by;

Identifying high-impact consultations that have the potential to improve societal wellbeing
Consulting with a wide-range of experts across industry, academia, and civil society to gather expert opinions on key arguments
Creating accessible submission guides with robust evidence and expertise
Building coalitions for action through community outreach that aims to empower underrepresented communities to be a part of the consultations process
Organising and delivering in person and virtual facilitated workshops to assist individuals and organisations in making a submission

Our core priorities include Artificial Intelligence and Technology, Global Health and Poverty, Animal Welfare, and the Climate. In addition at Civic Impact we care deeply about pushing forward on Biosecurity & Pandemic Preparedness and Economic Development & Progress.

Our Theory of Change

Change doesn’t just happen - it requires collective effort. GPRG believes in people-powered action rooted in evidence. Civic Impact aims to effect change by;

Increasing public participation in democratic processes, restoring faith in political processes and strengthening democratic resilience
Improving the quality of submissions to public consultations by acting as a conduit for policy expertise and providing access to expert arguments to resource-limited individuals and organisations
Creating policy change by mobilising communities to submit evidence-based responses to high-impact consultations while working with policymakers and political leaders to deliver real change
